Over the last 18 months, there has been considerable debate over the
best way to curb terrorist activity and the field of preventing terrorist
financing is an important front on which the war is being waged. There has been
a groundswell of interest in Islamic financial organisations. Fears that
Islamic banks and finance houses have been used to channel funds to terrorist
organisations have led to an unprecedented level of attention being paid to the
business dealings of individuals, companies and governments alike.
Much
of the media attention, in particular, has been of a sensationalist nature. The
problem of terrorist funding is not one faced by the Islamic Banking sector and
Middle Eastern states alone. Wider issues of compliance and regulation affect
the West as much as they do other regions.
The Royal United Services
Institutes Middle East & North Africa programme in partnership with
the Institute of Islamic Banking & Insurance is organising this conference
which aims to bring together representatives from the often isolated
communities of banking, the financial services, government and
counter-terrorism specialists to facilitate a balanced discussion of this
issue.

The launch of negotiations
for a Trade and Cooperation Agreement between Iran and the European Union
signals the expansion of business opportunities. Once concluded, the agreement
could 'greatly boost trade between the two sides' according to the Financial
Times. The plan also demonstrates European determination to bolster the
reformist trend in Iran and develop relations to a new level. In any case,
European companies stand to enhance their existing advantage over their US
competitors, already apparent in the energy sector, in a market barred to US
investors.
The ABA is pleased to support this conference which will
outline the parameters of the prospective agreement and analyse the
implications. It will also examine Iran's shift from short term to long-term
financing; changes in investment law and progress toward liberalization.
